its 3 steps:
1.: government starts selling licenses that allows the owner of the license to perform a specific action. (for example emitting 1 ton of CO2)
2.: doing this specific action without using up one of those licenses will now be made illegal. you need a license to do it.
3.: reduce the amounts of licenses that are being auctioned/sold
4, optional: award licenses for effective action aimed at restoring nature / undoing some of the damage that has been done, to create a business model for people that want to undo the damage and restore natural habitats.
